The Garry Hurvitz Centre for Community Mental Health at SickKids (CCMH at SickKids) is a child and youth mental health centre integrated with The Hospital for Sick Children (SickKids). CCMH at SickKids is undertaking an ambitious agenda to establish a revitalized academic community mental health centre that provides the highest quality of care, combined with excellence in teaching and community-based research. CCMH at SickKids is located across two sites in Toronto and offers both in-person and virtual care to clients and their families, from prevention and early intervention through assessment, counselling and therapy and intensive services. We are also connected to the continuum of mental health services for children and youth supported by SickKids: the Brain and Mental Health Program, the SickKids TeleLink Mental Health Program, the SickKids CCMH Learning Institute and our online resources through AboutKidsHealth. The Senior Clinical Manager functions operationally and strategically on behalf of their designated areas of accountability. Operationally the Senior Clinical Manager is accountable for administrative oversight, budget planning and implementation, service quality, staff and client safety and workforce recruiting, performance management and oversite. Strategically, the Senior Clinical Manager participates in development and implementation of strategic directions and represents their area of accountability and the organization as a whole in external service delivery and planning contexts.
Specifically, duties include, but are not limited to:
- Development, implementation, monitoring of annual operating plan for areas of accountability and for organization as a whole,
- Internal leadership in relation to relevant strategic directions in collaboration with, and as delegated by the Director of Client and Participant Services/Executive Director
- Support of formal and informal partnerships with community organizations, Lead Agency and with SickKids Hospital in collaboration with and as delegated by the Director of Client and Participant Services/Executive Director,
- Chair of internal standing committees and working groups as delegated by the Director of Client and Participant Services/Executive Director,
- Organizational accountability through participation in clinical or administrative On-Call
The Senior Clinical Manager, Prevention and Early Intervention (Sr. Clinical Mgr., PEI) is operationally accountable for Prevention and Early Intervention Programs as well as Community Outreach Intervention Initiatives (COII) associated with those service. The Sr. Clinical Mgr., PEI administers the various funding streams supporting Prevention Services and is responsible to implement community outreach services and our birth to six early intervention services. Strategically, the Sr. Clinical Mgr., PEI participates in community partnerships to sustain and expand service capacity. In collaboration with the Director of Client and Participant Services, the Sr. Clinical Mgr., PEI is responsible to monitor funding levels, identify and mitigate funding risks and to seek means of sustaining and extending funding where possible.

KEY RESPONSIBILITIES
Operational Management
- Provides leadership and initiative for the implementation of program goals in accordance with the organization’s direction and strategic plan
- Manages and leads through consultation, recommendations, direction, planning, training, risk management and quality improvement
- Participates in the development and delivery of the strategic plan and annual operational plans
- Represent CCMH at various community tables associated with Prevention and Early Intervention services in Toronto as delegated by and in collaboration with the Director of Client and Participant Services /Executive Director
- Supports and participates in community partnerships related to service areas as required
- Manages risk and implements and evaluates program plan initiatives and continuous quality improvement initiatives
- Builds and maintains internal and external business relationships with other programs, communities, inter-agency groups and government ministries
- Develops, recommends and implements program performance indicators analyzing and managing an operating plan
- Develops, recommends and implements evidence-based approaches to treatments in collaboration with other clinical leaders
- Directs staff within the department, interviewing and hiring new employees, carrying out performance appraisals, directing the training, development and succession planning of staff and carrying out disciplinary actions
- Develops, recommends, monitors and implements an annual budget in accordance with policies, procedures and internal controls
- Conducts services in accordance with policies and procedures and legislative standards
- Ensures compliance with workplace safety and violence prevention program requirements, in collaboration with the Manager of Occupational Health and Safety.
- Fulfils leadership role with respect to SickKids CCMH complaints policy, providing first level response to all staff and client complaints as required
Program Management
- Develops, recommends, implements and evaluates Prevention and Early Intervention Programs and COII services for children and youth, ensuring effectiveness of existing programs and services and as needed, modifying services
- Participates in program funding by developing proposals, specifications and project plans, monitoring and ensuring renewal of contracts
- Manages, negotiates, executes and monitors annual funding contracts within Prevention Services.
- Ensures adherence to legislative and professional/accreditation standards
- Acts as a member of the Clinical Managers Team, Joint Clinical & Operations and Safety Briefing Informants Team providing expertise, as needed
- Monitors and evaluates the delivery of services ensuring that services meet organizational quality standards and accreditation standards
- Commitment to incorporating cultural competence and awareness of the diversity of identity into all aspects of work.
- Competence and comfort with electronic information systems including electronic health records.
- Manages multiple sites which involves obtaining permits, arranging for staffing, scheduling the program and arranging for staff training and ensuring all regulatory standards are met
- Manages EarlyON initiative delivered on-site and at several EarlyON satellite locations
- Supports the training program for Staff, students and trainees in an assigned program and ensures supervisors of staff and students are compliant with organizations education and training policies and procedures
- Attends meetings to provide program expertise
Other
- Complies with the organization’s vision, policies and procedures
- Performs other tasks as assigned by management
Effort
- Concentration and creativity required daily to prepare budgets, monitor expenditures, prepare service reports/clinical documents, chair meetings, etc.
- Little physical effort required to perform the duties of the job
Qualifications
- Master’s degree or equivalent in a regulated health profession
- Membership in a provincial regulatory college or eligibility for equivalence
- A minimum of 5 years of previously related, progressive experience in the major program component of the position, including previous experience as a supervisor or manager of a large, diverse group. Previous experience in children’s mental health services is also required.
- Knowledge of relevant legislation: Child Youth and Family Services Act, Personal Health

- Ability to work on call on a rotating shift basis, as well as travel to site locations
Working Conditions
- Works in a pleasant office environment or within meetings spaces
- Has one designated work location (Sheppard site), uses hoteling space in Jarvis location as well as maintains regular visibility with various community site
- Exposure to constant interruptions/distractions, deadlines, multiple demands, stress, verbal abuse and work schedules affecting lifestyle
- Some exposure to hazards when dealing with traumatized clients, as well as staff
